(a) Introduction and General Information. This is an article to provide for personnel policies, procedures, and programs in the City of Moundsville. Be it ordained by the Council of the City of Moundsville, West Virginia, that an article providing for Personnel Policies, Procedures, and Programs in the City Government be enacted to read as follows.
(b) Purpose of The Personnel Policies Manual. The purpose of this article is to provide basic personnel policies and establish responsibility for the implementation and administration of a well balanced personnel management program designed to ensure to the City a stable, productive and economical workforce essential to the effective delivery of public services. The City's philosophy as an employer encompasses a wide range of objectives. Of particular importance is the City's desire to provide a stimulating, productive work environment which encourages each employee to reach his or her full potential within the organization. Additionally, the City must continually monitor and search for ways in which to control costs while effectively fulfilling the mission with which it is charged. The City recognizes that this can be accomplished only through the dedication and perseverance of its employees. It is the City's intent to protect the investment made in its employees by providing challenging work, involving employees in the decision-making process, promoting from within when possible, training employees to enhance work skills, and maintaining a safe work environment. The City is committed to accomplishing these objectives without regard to race, color, sex, religion, national origin, or handicap.
(c) Applicability. The personnel policies set forth shall apply to all positions and employees (General Fund and Grant Funded) of the City of Moundsville, West Virginia, except: members of Council; the City Manager, and other special or unusual situations where, in the opinion of the City Manager and Council, applicability of this article would not be in the best interest of the City.
(d) Responsibilities.
(1) City Manager. The City Manager shall have final authority for administration of this article.
A. Recommending and selecting applicants for employment and assigning duties and responsibilities to employees.
B. Approving promotions, demotions, reassignments, and separations, when recommended by department heads.
C. Establishing job requirements, evaluating conduct and performance, and maintaining discipline.
D. Identifying training and development needs and conducting on-the job training (OJT) whenever necessary and appropriate.
(2) Department heads.
A. Department heads will process all new employees on their first day of duty, assuring that all necessary information is obtained from the employee and that all required employment forms are completed.
(e) Format and Maintenance of The Personnel Policies Manual. This article and its accompanying administrative instructions will be maintained and issued by the City Manager. The Personnel Policies Manual shall contain the policies adopted by the City Council together with any administrative instructions necessary for their implementation. Administrative instructions will follow and be referenced to applicable sections of the article. Administrative instructions which address situations unique to only one or several departments or groups of employees (e.g., uniformed Police and Fire employees), will be maintained by the City Manager and distributed to only those departments concerned. Department heads may issue departmental rules and regulations necessary for the efficient functioning of their departments; however, such rules and regulations shall not be in conflict with any portion of this article. Department heads shall submit new or revised departmental rules and regulations to the City Manager for review prior to issuance.
(f) Effective Date. This article shall take effect immediately and shall supersede all ordinances, previous personnel policies, procedures, and programs for the City of Moundsville, West Virginia. Further, this article shall supersede any Council Resolution or City administrative and/or procedural instruction or ruling in conflict with any of its provisions.
