181.01 ALCOHOL PROHIBITED ON CITY PROPERTY; EXCEPTION WHEN PERMIT ISSUED.
   (a)   The possession or consumption of alcohol, including beer, wine or liquor on property owned or controlled by the City of Moundsville shall be prohibited except by specific permission granted pursuant to the terms of this section.
   (b)   The City Manager shall have the authority to issue a permit upon application to possess, provide, or consume alcohol on premises owned or controlled by the City, said permit to be issued for a specific date or dates, times, and for a designated area. Areas for such events and the control thereof may include, but are not limited to City streets, alleys, public parks, public buildings and/or sidewalks. These events may include, but are not limited to, fairs, shows, fund raisers, walks/runs, parades, block-parties, rallies, outdoor markets, street-closures, and entertainment.
   (c)   The City Council grants to the City Manager the authority to promulgate application forms, rules, regulations, and requirements for applicants at events where alcohol is permitted, and to amend the same from time to time as seen fit. The City Council shall retain authority to review and amend the same as well.
   (d)   Notwithstanding any other provision of the City Code to the contrary, employees may attend permitted events and possess or consume alcohol the same as other attendees so long as they are not on duty working for the City of Moundsville at the time.
