(a) The monthly fee for properties other than described in Section 922.05 shall be computed in the following manner: Commencing on or after July 1, 2021, there shall be charged a base fee of twelve dollars and fifty cents ($12.50) for up to the first 4000 square feet of impervious area upon the property, and fifty cents ($.50) per each 1000 square feet of impervious area over 4000 square feet. Commencing on or after July 1, 2022, there shall be charged a base fee of twelve dollars and fifty cents ($12.50) for up to the first 4000 square feet of impervious area upon the property, and one dollar ($1.00) per each 1000 square feet of impervious area over 4000 square feet. The Director shall determine the impervious area of each such property. This fee applies regardless of whether there are structures on the property and whether there is water service to the property.
(b) Upon multi-unit rental properties used for residential use, the fees charged shall be computed pursuant to the formula set forth in subsection (a) above, or by charging the base fee of twelve dollars and fifty cents ($12.50) plus five dollars ($5.00) per additional units above two (2) units, whichever is greater. Fees are charged to and due from the property owner, regardless of whether the owner requires a tenant to be responsible for the fee or not.
(c) Provided however, that upon multi-level rental properties that have multiple units
on said levels, the fees shall be computed by utilizing the floor with the maximum number of units. The combined units of said floor shall be utilized to determine the applicable stormwater fees for the entire structure.
(d) The Director shall assign discount credits to those newly constructed properties employing volumetric flow reduction facilities. The Director may further assign discount credits
to those existing properties employing rate of flow reduction practices.
(e) The City Council may, from time to time, by ordinance, change these user fees.
