The monthly fee for users occupying a single-family residential dwelling, as defined by the Director, shall be five dollars ($5.00). For Single Family Residential Rental Units (SFRU), as defined by the Director, the fee shall be five dollars ($5.00) per month and shall be billed to the property owner. The City Council may, from time to time, by ordinance, change this user fee.
