Any citizen having the qualifications required by law to vote, run for, and hold office, and who is a resident of the City of Moundsville for at least thirty days next preceding the filing deadline for City Council, may nominate himself or herself to be a candidate for election to City Council by filing with the City Clerk, a Certificate of Announcement on such form as approved and required by the Clerk, and by paying a filing fee of $25.00.
