(a) All applications for licenses under this article shall be addressed to the City Clerk and to Council, and the City Clerk shall have authority to issue such licenses in accordance with the provisions of this article. Such license shall be issued subject to the approval of Council at their regular meeting next following receipt of the application.
(b) All applications for licenses hereunder shall set forth, in an affidavit sworn to before an officer authorized to administer oaths, sufficient information to enable the City Clerk to determine whether or not the applicant qualifies as a proper person to receive a license under this article.
