§ 160.451 INITIATION OF AMENDMENTS.
   (A)   The City Council or Planning and Zoning Commission may, upon its own motion, initiate a request to amend this chapter or the official zoning map.
   (B)   Any person owning real estate within the city may initiate a request to amend this chapter or the official zoning map as it affects the real estate owned by the person.
