General licensing requirements are as follows.
(A) Hours of operation. A body art establishment shall not be open for business for tattooing before 8:00 a.m., nor after 10:00 p.m.
(B) Adherence to codes. Body art establishments shall comply with applicable state statutes, including, but not limited to, M.S. Ch. 146B, as it may be amended from time to time, and all titles, chapters and sections of this code of ordinances, including, but not limited to, those expressly stated as follows: Ch. 91, 114 and 116 of this code of ordinances.
(C) Maintenance of order. The operator of a body art establishment shall be responsible for the conduct of the business being operated and shall at all times maintain conditions of order.
