(A) No person shall allow a motor vehicle to remain parked on public property or in the right-of-way when said motor vehicle impedes, impairs or prohibits the free flow of traffic.
(B) No person shall allow a motor vehicle to remain parked on public property or in the right-of-way when said motor vehicle impedes, impairs, or prohibits maintenance or construction equipment from properly conducting their functions, including street maintenance, snowplowing, or snow removal services.
(C) The Director of Public Works, or his or her designee, may, in conjunction with a police officer, authorize the removal of any vehicle parked in violation of this section, as provided by § 71.009 of this chapter.
(D) For a violation of this section, the Director of Public Works, or his or her designee, shall issue an administrative fine as outlined in the current year’s fee schedule in addition to any additional charges, fees, or fines.
