The owner or occupant of a house or structure located within the jurisdictional area of the town shall post numbers in a location providing easy identification from the abutting street or road. Such official number may be placed attached to the mail box (as according to postal regulations) in which event it shall be on both sides of the mailbox, or on a post or outside light, or on any prominent place on the house or structure so that the number is identifiable from the road, and it is recommended that such number be at least a minimum of four inches in height.
(A) If more than one house or structure share a common driveway, the officially assigned number shall be placed both on the mailbox and on a prominent place on or near the particular building itself, so as to make identification of the address as easy as possible for emergency responders. This number should be placed at a point on the building closest to the normal entrance to the property from the driveway and meet the above minimum size recommendation.
(B) Houses and structures that were numbered prior to the effective date of this chapter shall be renumbered in order that the same may comply with the uniform numbering system and so that the numerical harmony throughout an area or areas is substantially achieved.
(C) Any person, firm or corporation owning or occupying a building who shall fail to number such building or who shall fail to maintain the number of such building as provided in this chapter shall be deemed to have violated the provisions of this chapter. Civil proceedings may be instituted against any alleged violator, and upon the finding of a violation the court may enter judgment in an amount up to $300 for each day of violation.
(D) Any decision of the Administrative Office under this chapter may be appealed by the filing of a petition to the Town Council pursuant to its procedures. Decisions of the Town Council may be appealed by the filing of a Petition for a Writ of Certiorari in the Circuit or Superior Courts of Shelby County pursuant to Indiana statues. Such petition must be presented to the court within 30 days after the entry of the decision of the Town Council.
