This chapter shall be in full force and effect from and after its passage and enactment according to law and its written approval by the President of the Town Council and attestation by the Clerk-Treasurer, who shall issue and transmit a certified copy of the ordinance by registered mail to the State Alcoholic Beverage Commission at Indianapolis, after collecting the sum due from such applicant to the town, and the Clerk-Treasurer shall also certify to the Commission that the town fee has been received from the applicant.
