The issuance of liquor retailer's permits by the proper commission, officers or other instrumentality of the state, for the sale of alcoholic spirituous beverages by any such permit holder on premises and property located within the corporate limits of the town, is hereby authorized and the consent of the Town Council is hereby given to the issuance of any such liquor retailer's permit which is granted by the proper commission, officers or instrumentality of the state.
