Notwithstanding any of the express provisions of this chapter, the Town Council may in their discretion issue a conditional license which shall, along with the regular license, be subject to immediate revocation for any period the Council may determine, upon the licensee being convicted of driving while under the influence of intoxicating liquor or any charge involving moral turpitude.
