A determination or written rules for the use and operation of parks established by the Park Authority from time to time shall control. As to matters not covered by a determination or the rules of the Park Authority, the determinations of the following persons shall control without the necessity of a meeting of the Town Council to make a determination regarding the parks of the town:
(A) The determination of the Town Council President shall control.
(B) If the Town Council President does not act and is reasonably unavailable, then the determination of the Town Manager shall control.
(C) If the Town Council President and the Town Manager do not act and are reasonably unavailable, then the determination of the Town Marshal or deputy Marshal shall control.
