The following are excepted from this chapter:
(A) Sound emitted from sirens of authorized emergency vehicles;
(B) Lawn mowers, garden tractors, and similar home power tools when properly muffled;
(C) Celebrations on Halloween and legal holidays and celebrations in connection with duly authorized parades and festivals.
