9-3-6: PROHIBITED DISCHARGES; VIOLATION AND PENALTY:
   A.   Prohibited Discharges:
      1.   No person may discharge to public sewers any waste which by itself or by interaction with other wastes may:
         a.   Injure or interfere with wastewater treatment processes or facilities;
         b.   Constitute a hazard to humans or animals; or
         c.   Create a hazard in receiving waters of the wastewater treatment plant effluent.
      2.   All discharges shall be prohibited except those that meet the criteria for “domestic wastewater”. BOD concentration shall not exceed two hundred fifty milligrams per liter (250 mg/L). SS shall not exceed two hundred fifty milligrams per liter (250 mg/L).
      3.   All industrial discharges are prohibited in the City. At the present time, there are no industrial users in the City. If such a user should desire to use the sanitary sewer system in the future, this subsection will be revised to meet all State and Federal requirements for regulation of all industrial waste discharges.
      4.   Any new connections from inflow sources into the sanitary sewer portions of the sewer system shall be prohibited.

   B.   Violations, Penalty:
      1.   A person who continues prohibited discharges is guilty of a misdemeanor and, upon conviction thereof, is punishable by a fine as provided in section 1-4-1 of this Code.
      2.   In addition to proceeding under authority of subsection B1 of this section, the City is entitled to pursue all other criminal and civil remedies to which it is entitled under authority of statutes or other ordinances against a person continuing prohibited discharges.
      3.   The City reserves the right to terminate service to any customer that fails to pay bills when due or discharges any prohibited wastes into the sewer system.
