6-6-2: ANIMALS RUNNING AT LARGE:
   A.   No dog, whether licensed or unlicensed, shall be permitted to run upon the streets, public places or public ways of the City or upon the property of persons other than the owners, but shall be confined to the property or premises of the owners of such dog. Dogs may be permitted upon such streets, places or public ways and off the premises of the owner or person having the charge and control of thereof with a substantial leash or chain not to exceed eight feet (8') in length.
   B.   Except as otherwise provided by ordinance, licensed cats which are not vicious and which wear a tag as provided by ordinance (see section 6-6A-2 of this chapter), may be at large. It is unlawful for any owner to permit a licensed cat without a tag as required by ordinance, an unlicensed cat, or a vicious cat to be at large.
   C.   No owner shall permit any animal owned, harbored, possessed or kept by him as a pet or otherwise to be at large at any time within the City, except on real property owned or in the possession of, by rental or otherwise, the owner or possessor of the pet or animal. Any animal as a pet not on the premises of the owner as provided in this subsection shall be restrained by a leash by the owner or person in possession of the pet or animal at all times and in particular while on the streets or public ways of the City. Any animal running at large within the City is subject to immediate confinement and disposal after a period of time as provided in this chapter.
