6-6A-2: DOG AND CAT LICENSES AND TAGS:
Any person owning, keeping, harboring or having custody within the City of a dog or cat over six (6) months of age shall obtain an annual license as follows:
   A.   Submitting Application: Written application for licenses shall be submitted to the City at City Hall and shall include the name and address of the applicant, a description of the animal, a copy of the rabies certificate issued by a licensed veterinarian or anti-rabies clinic, proof of sterilization (if applicable), and payment of the license fee.
   B.   Time For Making Application: Application for a license must be made within thirty (30) days after obtaining a dog or cat over six (6) months of age, or within fifteen (15) days of the expiration of the previous license.
   C.   Certified Service Dogs Exempt: License fees shall not be required for certified service dogs or certified governmental dogs used in law enforcement; however, all other requirements for a license shall apply; a copy of the certificate of training for the intended service or an affidavit attesting to the training shall be included in the application. License fees shall not be required for animals brought into the City for the sole purpose of a show, exhibit, fair or similar event, during the duration of the event in question and for a period of twenty four (24) hours before and twenty four (24) hours following the duration of the event.
   D.   Collar And Tag Required: Licensed animals shall wear a collar or harness at all times when off the premises of the owners. The durable tag issued by the City upon issuance of a license shall be affixed by the owner to the collar or harness. The failure of an animal to wear a collar or harness when off the premises of the owner shall be prima facie evidence of the failure of the owner to license the animal.
   E.   License Fees: The license fee shall be paid annually at the rate of ten dollars ($10.00) per spayed or neutered dog or cat and thirty dollars ($30.00) per sexually intact dog or cat.
   F.   License Nontransferable; Term: Any license issued for an animal is not transferable to any other animal, and should be surrendered upon the death of the animal for which it was issued. Licenses shall expire on July 1 of each calendar year.
