(A) A Trustee shall be appointed to supervise the following departments:
(1) Streets, Alleys, Water, Sewer and Garbage;
(2) Lights;
(3) Police Department, Library, Swimming Pool Maintenance;
(4) Village Office, Pool, Daily Operations and Fire Department;
(5) Parks and Golf Course Departments.
(B) As departmental heads, such Trustees shall have general charge of all of the activities of such department, including its personnel, physical equipment and structures.
