(A) No person shall sell, convey, trade or otherwise offer to the public goods or services from the side of roadways within the city without first obtaining a permit from the city.
(B) No transient vendor shall sell, convey, trade or otherwise offer to the public goods or services without first obtaining a permit from the city.
