Any persons, partnerships or corporations, who have acquired authority to operate a public taxi service in the city from the Kentucky Department of Transportation, for the purpose of transporting individuals in the city or the outlying areas hereof, before such operation shall commence, such taxicab owners shall acquire a city business license as provided in the city ordinances.
