§ 50.200 GARBAGE MUST BE COVERED DURING TRANSPORT
   (A)   Established. All automobiles, trucks, trailers, carts or other open conveyances or vehicles carrying garbage, trash, scrap or other loose materials shall cover such garbage, trash, scrap or other loose materials on and/or in such truck, trailer, cart or other conveyance or vehicle.
   (B)   Areas Subject to Provisions. Vehicles regularly carrying garbage, scrap, trash or other loose materials from within city limits to the city dump, and when such vehicles are in process of carrying the materials to and from the city to the dump, shall be subject to this article during the entire trip to and from the dump and any dropping of garbage, trash, scrap or other loose materials along Highway No. 403 by any such vehicle shall be in violation of this article though outside the city limits, the city being responsible for its own city dump and operation thereof.
   (C)   Evidence of Improper Covering. Any garbage, trash, scrap or other loose materials falling from one such vehicle shall be prima facia evidence of improper covering by owner and or driver of such vehicle.
