§ 70.02 SPEED LIMITS ON PUBLIC ROADS.
   (A)   Generally. No person shall drive a vehicle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. Where no special hazards exist, the speed limit of 40 mph, unless otherwise posted, shall be the lawful speed limit on any public road within the county, and any speed in excess of this 40 mph speed limit shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
