§ 33.054 MEETINGS.
   (A)   Number; quorum. The Board shall have no less than four regular meetings during a calendar year with the quorum present, whether corporal or by means of electronic equipment, for the purpose of discussing or acting upon a matter or matters. For this purpose, a quorum consists of 75% or more of the total number of voting Board members.
   (B)   Annual meeting. The Board shall have at least one annual meeting held in the last quarter of each year.
   (C)   Special meetings. Special meetings may be called at any time by the Chairperson, providing notice thereof is given to the public and all trustees at least 24 hours in advance.
   (D)   Alternates. If the Chairperson of the Board or Vice Chairperson is unable to attend any Board meeting, then the Chairperson may designate an alternate to act in the Chairperson’s place. A County Commission member and/or facilities manager must be in attendance at all Board meetings, or the meeting will be canceled.
   (E)   Open and public meetings. Meetings shall comply with all requirements of state law including, but not limited to, the state’s Open and Public Meetings Act, as set forth in UCA §§ 52-4-1 et seq.
   (F)   Records. Records of all Board meetings shall be kept, managed, classified and disclosed as required by county ordinance and state law, including, but not limited to, the Government Records Access and Management Act.
