(A) There shall be established “Levels of Emergency” for the county, as set forth below.
(1) LEVEL 1 - Emergency (Red): A State of Emergency has been declared. Travel may be restricted to emergency personnel only. Further restrictions may be included in the declaration.
(2) LEVEL 2 - Warning (Orange): Conditions are threatening to the safety of the public. Only essential travel is recommended (i.e., to and from work, school or emergency situations and the like.) Emergency action plans have been or should be implemented by businesses, schools, government agencies and other organizations.
(3) LEVEL 3 - Watch (Yellow): Routine travel or activities may be restricted in areas due to hazardous conditions; citizens should use caution or avoid these areas. Schools and businesses may begin to implement their emergency action plans.
(4) CAUTION - (White): A condition may develop that limits or hinders travel or activities in isolated areas. No travel restrictions have been reported but citizens should be alert to changing conditions.
(B) The Commissioners, or their designees, shall have the authority to declare the state of emergency and levels set forth above. When determining a Level 1 - State of Emergency, the Commissioners shall determine the manner in which travel is restricted.
