§ 71.06 IMPLEMENTATION.
   (A)   Conflicts and severability. The provisions of this chapter are intended to be supplemental to the laws of the State of Indiana and to the extent that they may conflict with said laws, the laws of the State of Indiana shall control. Should any provision of this chapter be found by a court to be invalid, the remainder of the chapter shall remain in full force and effect.
   (B)   Construction. All terms of this chapter, unless defined or otherwise apparent from the context in which they are used, shall be construed in terms of their plain and ordinary meaning. Masculine terms shall be construed so as to include the feminine and singular terms shall include the plural.
   (C)   Repeal and effective date. All ordinances and parts of ordinances in conflict with this chapter are hereby repealed and this chapter shall be effective upon publication as by law required.
