The County Board of Commissioners establishes a perpetual non-reverting fund to be known as the Morgan County Employee Group Insurance Plan Fund for the purpose of receiving revenues and incurring expenses as follows.
(A) Revenues to be received as follows:
(1) November 30, 2018 trust fund balance of the terminated Morgan County Group Insurance Trust transferred to the county on or after December 1, 2018 by the trustee of the Morgan County Group Insurance Trust.
(2) Employee and employer share of the Morgan County Group Insurance Plan health, dental and vision insurance premiums.
(3) Health, dental and vision claim reimbursements.
(4) Money appropriated by the Morgan County Council and disbursed from other funds of the county to the Morgan County Employee Group Insurance Plan Fund.
(5) Donations.
(B) Expenses to be incurred as follows:
(1) Morgan County Group Insurance Plan health, dental and vision claims.
(2) Morgan County Group Insurance Plan third party administrator expenses.
(3) Morgan County Employee clinic operation and services expenses.
(4) Morgan County Employee Health and Wellness Program expenses.
(5) Other health and wellness expenses approved by the Morgan County Group Health Insurance Board.
(C) Morgan County Employee Group Insurance Plan Fund can only be terminated by ordinance of the County Board of Commissioners.
