It shall be unlawful for any person to hold any dance or to own, operate or allow the operation of any building or premises in the town open generally to the public wherein persons under the age of 21 years of age are permitted to enter, where dancing is indulged in or permitted and where music therefor is performed live or reproduced by any type of electronic or mechanical device:
(A) Between the hours of 12:00 a.m. and 6:00 a.m.; and
(B) Without first obtaining a dance hall permit or annual dance hall license therefor from the Commissioners.
