(A) The county concurs with the resolution of the Martinsville City Council duly adopted on May 21, 1984, whereby the county accepts jurisdiction of the streets surrounding and adjacent to the county courthouse and reaching to the so-called island, the same being a concrete barrier in the middle of the streets surrounding the county courthouse, namely Morgan, Jefferson, Washington and Main Streets.
(B) The county agrees to maintain the streets and all pavement or traffic portion on which traffic travels lying between the courthouse and such island.
(C) The county will assume responsibility for determining the traffic pattern and parking on said roadway as heretofore set forth.
(D) On the south and west sides of the courthouse parking shall be diagonal. On the north side, for the inside area toward the courthouse, the parking shall be diagonal; on the outside area, the parking shall be parallel; on the east side the parking shall be entirely parallel.
(E) All traffic on the inside of said island shall be one-way, the same being clockwise.
(F) Specific parking places shall be set forth as follows: on the east side of the courthouse, four parking places shall, be designated for the Sheriff’s office and other police agencies for official business at the courthouse. Also at the courthouse, a designated parking area shall be exclusively for as follows:
(1) Prosecutor’s office: one;
(2) Judge of the Circuit Court: one;
(3) Judge of the Superior Court: one; and
(4) Judge of the County Court: one.
(G) The County Highway Department is authorized to do all acts necessary and proper to implement this section.
