§ 93.02 LICENSE; NECESSITY.
   (A)   Except as provided in division (C) below, no person shall permit, allow, maintain, promote, conduct, advertise, act as an entrepreneur, undertake, organize, manage, sell or give tickets, or otherwise actively encourage an assemblage which can reasonably be expected to include more than 5,000 people and reasonably be expected to continue for at least 18 consecutive hours unless a license to hold the assembly has been issued by the Sheriff. A license to hold an assembly issued to one person permits any person to engage in any lawful activity in connection with the holding of the licensed assembly.
   (B)   A license issued pursuant to this chapter shall be required to permit such assembly to the person holding such license, at the time and place specified in such license, to hold such assembly for any lawful activity.
   (C)   The requirement for such license shall not apply to the following:
      (1)   Any gathering at any permanent facility or place of worship, stadium, athletic field, arena, auditorium, coliseum, school or other similar permanent facility established as a place of assembly, so long as such assembly does not exceed by more than 250 the maximum capacity of such facility;
      (2)   The provision of this chapter shall not apply to government sponsored fairs located in regularly established fair grounds or to assemblies required to be licensed by other provisions of the general statutes of the state or local ordinances;
      (3)   The provisions of this chapter shall not apply to local or regional fairs or celebrations or events which are held on an annual or regular basis;
      (4)   The provisions of this chapter shall not apply to any assemblage which is held on land leased by the state, the federal government, the county or any city or town; provided, however, that such land owned or leased by any such city or town is within the boundaries of such city or town;
      (5)   The provisions of this chapter shall not apply to any assembly sponsored or organized by any governmental unit, arm, or agency;
      (6)   The provisions of this chapter shall not apply to any school or educational organization;
      (7)   The provisions of this chapter shall not apply to any assembly which is a reasonable part of a business and is attended principally by regular employees of such business and the person responsible for such assembly; or
      (8)   The provisions of this chapter shall not apply to any church or religious organization.
