Water quality considerations shall be incorporated in the submitted SWMPs and specifications in accordance with the County Stormwater Design Manual to fulfill the following requirements.
(A) Pretreatment requirements. Every stormwater treatment practice shall have an acceptable form of water quality pretreatment, in accordance with the pretreatment requirements found in the current County Stormwater Design Manual. Stormwater infiltration practices, or practices having an infiltration component, as specified in the County Stormwater Design Manual, are prohibited, even with pretreatment, in the following circumstances:
(1) Where stormwater is generated from highly contaminated source areas as identified by the IDEM, USEPA or the OMCS;
(2) Where stormwater is carried in a conveyance system that also carries contaminated, non-stormwater discharges;
(3) Where stormwater is being managed in a designated groundwater recharge or wellhead protection area; and
(4) Under certain geologic conditions (e.g., karst) that prohibit the proper pretreatment of stormwater.
(B) Treatment/geometry conditions. All stormwater management practices shall be designed to capture and treat stormwater runoff according to the specifications outlined in the County Stormwater Design Manual. These specifications will designate the water quality treatment and water quantity criteria that apply to an approved stormwater management practices.
