§ 35.14 STORMWATER QUALITY MANAGEMENT PUBLIC EDUCATION AND OUTREACH FUND.
   The County Stormwater Quality Management Public Education and Outreach Fund is hereby established, as follows.
   (A)   There is established a non-reverting fund, which shall be known as the “Morgan County Stormwater Quality Management Public Education and Outreach Fund”. All fees or monies paid to and collected by the County Auditor under this section shall be deposited in the fund shall remain apart and separate from all other county funds. The fund shall not revert to the county for any other purpose than those described in this section. The purpose of the fund is to defray the expense of the development and administration of public education and outreach programs for all MS4 entities in the county, including Mooresville, Martinsville, Brooklyn and the Tri-County Conservancy District. The County Council may only appropriate money from the fund for this purpose.
   (B)   All funds currently held by the OMCS for the purposes set forth above shall be immediately transferred and deposited into the fund.
