§ 35.13 EMERGENCY MANAGEMENT FUND.
   There is hereby established the County Emergency Management Sponsorship Fund (“EMA Sponsorship Fund”), a non-reverting fund, for the purposes of receiving donations and gifts for the purposes of emergency management and disaster relief in the county, as follows.
   (A)   The Board of Commissioners of the county may accept from the state, from the federal government through the state, or from any person, firm, limited liability company, corporation or voluntary association services, equipment, supplies, materials or funds, by way of gift, grant or loan for purposes of emergency management or disaster relief, subject to the rules and regulations of the agency making the offer pursuant to I.C. 10-14-3-25. The Board of Commissioners has sole discretion to accept any such gift, grant, loan or donation on behalf of the EMA.
   (B)   Any funds received by gift may be deposited in the EMA Sponsorship Fund, a non-reverting fund established for the purposes of emergency management and disaster relief, and administered by the Board of Commissioners.
   (C)   The Auditor of the county shall separately account for monies received by and expended from the EMA Sponsorship Fund.
   (D)   Appropriations from the EMA Sponsorship Fund may be by the County Council so long as they are consistent with the purpose of the EMA Sponsorship Fund, provided however, that they shall not exceed the amount of money in the EMA Sponsorship Fund as shown by the records of the County Auditor.
   (E)   The EMA Director is hereby authorized to establish an Emergency Management Sponsorship Program which provides sponsors with the ability to display their company logo and name upon EMA ambulances in conjunction with their donation and gift to the EMA. The EMA Sponsorship Program shall not promote alcohol, tobacco, firearms, pornography, gaming, religious organizations, political parties, political candidates, political advocacy or issue groups or any other company, business, group or product which may be offensive, inappropriate, distasteful or which may in any manner reflect poorly upon the county. Any gifts or donations to the EMA Sponsorship Program must be first accepted by the Board of Commissioners, as set forth in division (A) above.
