521.10 COVERING WELLS, SHAFTS; STAGNANT POOLS.
   (a)   No owner, lessee or person in charge of any lot or land shall permit to exist thereon any well, shaft or hole dug or sunk into the earth to obtain water, oil, gas or other substance, whether in use or since abandoned, without covering the same or furnishing such other protection as will safeguard persons and animals from falling therein.
 
   (b)   No owner, lessee or person in charge of any lot or land shall permit water to collect thereon and become stagnant, to the detriment of the public health, comfort and welfare. (Ord. 1967-30. Passed 6-14-67.)
 
   (c)   Whoever violates this section is guilty of a misdemeanor of the first degree.
