351.11 PARKING IN STREETS.
   (a)   No person shall stop, stand or park any vehicle upon a street in such a manner or under such conditions as to leave available less than ten feet of the width of the roadway for free movement of vehicular traffic, except that a driver may stop temporarily during the actual loading or unloading of passengers or when directed to by a police officer or traffic control signal.
   (b)   When on the traveled or paved portion of any street in the Municipality there is a snowfall of two inches or more standing, a “snow emergency” shall exist and parking on such street or streets shall be prohibited. Any car parked on the street when two inches of snow is accumulated shall be removed forthwith so that the paved portion is clear for the passage of snow plows.
   (c)   Parking on Village streets between the hours of 2:00 a.m. and 6:00 a.m. is prohibited unless the person desiring to park on such street has communicated with and obtained permission from the Police Department to park during those hours for one day. A separate request and permission must be granted for each day such parking is desired. Such permission shall be granted at the sole discretion of the Police Department based upon the circumstances, including weather.

   (d)   Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
