(a) No person shall operate a motor vehicle to collect, transport or transfer solid waste between the hours of 7:00 p.m. and 7:00 a.m. during weekdays, after 4:00 p.m. on Saturday, or at any time on Sunday.
(b) Upon application, the Chief of Police may grant a permit excepting the applicant from the provisions of this section if compliance with the requirements of this section would result in a hardship.

(c) Whoever violates this section is guilty of a minor misdemeanor.
