It is the intent of Council to ensure the safe operation of oil and gas wells within the Village of Moreland Hills. Toward that end, this chapter has been adopted to supplement any state issued permits which authorize the drilling of an oil and gas well within the Village of Moreland Hills. The provisions of this chapter are based upon local conditions which may not have been known to the state at the time such drilling was authorized. It is, further, the intent of the Village of Moreland Hills to exercise its local police authority, authorized under Article XVIII, Section 3 of the Ohio Constitution, to the fullest extent permitted by law for the protection of the Village's residents and all emergency personnel who may be called upon to respond to an incident at an oil or gas well.
