(a) Village Council, noting an increase in the number of rental dwellings within the Village and information provided to the Council by the Building Inspector, has concluded that rental dwellings are frequently not maintained and that the deteriorating effect of rental dwellings are a public nuisance that materially affects the public health, safety, and welfare.
(b) Village Council has concluded that this Chapter shall apply to all rentals of dwellings, regardless of duration, to ensure that all renters are provided with safe and sanitary conditions and to protect adjacent properties from the potentially adverse effects of transient or temporary rentals.
(c) Village Council has concluded that a rental dwelling registration program will further the public health, safety, welfare, and quality of life for all Village residents.
