1361.04 CERTIFICATE OF INSPECTION REQUIRED.
   (a)   The owner of a vacant dwelling within the Village, or a mortgagee that has filed a foreclosure action that is currently pending regarding any vacant dwelling within the Village, shall obtain the Certificate of Inspection required by Chapter 1343, and submit a vacant dwelling inspection request on the form provided by the Building Inspector authorizing the Building Inspector to perform an exterior and interior inspection of the dwelling and the land upon which the dwelling is located to determine compliance with the requirements of this chapter and all other applicable laws and regulations.
   (b)   The vacant dwelling inspection request form shall, at a minimum, require the following information:
      (1)   The street address or other identifying characteristics of the vacant dwelling;
      (2)   The name and address of the owner or the mortgagee that has filed a foreclosure action;
      (3)   The authorized use and occupancy of the dwelling structure; and
      (4)   A list of all known violations.
