(a) Village Council, noting the number of vacant dwellings within the Village, an increase in the number of mortgage failures and foreclosures, and information provided to the Council by the Building Inspector, has concluded that vacant dwellings are frequently not maintained and that the deteriorating effect of vacant dwellings are a public nuisance that materially affects the public health, safety, and welfare.
(b) Village Council has concluded that a vacant dwelling registration program requiring vacant buildings to be in substantial compliance with Village ordinances before re-occupation will further the public health, safety, welfare, and quality of life for all Village residents.
