Where it is determined that proposed generators comply with all of the criteria of this chapter, that no required parking space or similar site feature is being eliminated, and that the amount of open space will not be reduced below the minimum required standards for the use district, the Building Commissioner may issue a permit for the installation of such facilities without referral to the Planning Commission; otherwise, applications for energy generation facilities shall be referred to the Planning Commission.
