Any billboard or sign now existing within the Village and which could not now or in the future be erected or constructed under the provisions of the Zoning Ordinance or this Building Code shall not be extended or enlarged and in the event of removal shall not be replaced by any sign except in conformity with the provisions of the Zoning Ordinance or this Building Code. All alterations or changes to any such sign now existing shall be confined to the repair thereof and maintenance in a safe condition.
