Every barn or stable arranged for the keeping of horses, mules or cattle shall be provided with adequate ridge ventilation and suitable drainage so as to keep such buildings in a sanitary condition as required by the County Board of Health. Wherever it is impossible to properly ventilate or drain such stable so as to keep it in a sanitary condition, the use of such stable for stabling purposes shall be prohibited.
