Before proceeding with the construction, enlargement or alteration of any driveway, private road or other form of access to existing roads or streets within the Municipality, a permit shall first be obtained by the owner or the owner’s agent, from the Building Inspector. Before any such permit is issued, plans and specifications shall be filed by the owner or the owner’s agent covering the location, grade and composition of any such driveway, private road or other form of access to existing roads or streets in the Municipality. Before issuing any such permit, the Building Inspector shall assure compliance with the subdivision, zoning, drainage and the Village Residential Building Code. Where it appears to the Building Inspector that the proposed improvement may affect the public drainage or safety, the Building Inspector shall refer the plan to the Village Engineer for review and approval.
