1311.09 INSPECTIONS AND ENFORCEMENT; CERTIFICATE OF OCCUPANCY REQUIRED.
   The Building Inspector and/or his or her authorized representative shall inspect all buildings or structures in the course of erection, alteration, repair or removal throughout the Municipality to determine whether or not such buildings or structures conform to the Village Residential Building Code and submitted plans and specifications. Such inspections may be made to determine compliance with submitted plans and specifications and/or whenever the Building Inspector has reasonable cause to believe that a violation of the Village Residential Building Code exists therein or thereon.
   (a)    New Buildings. No building hereafter erected shall be occupied or used, in whole or in part, until a certificate of occupancy certifying that such building conforms to the provisions of this Village Residential Building Code and submitted plans and specifications has been issued by the Building Inspector and posted on the premises. A certificate of occupancy shall not be issued for any new building until any necessary or required inspections have occurred and the Building Inspector, Electrical Inspector, and Village Engineer consent to the issuance of a certificate of occupancy. A temporary certificate of occupancy may be granted when weather conditions prohibit the issuance of a final certificate of occupancy provided that a final certificate of occupancy must be sought as soon as reasonably practicable and obtained within the time frame established by the Building Inspector.
   (b)   Buildings Hereafter Altered. No building hereafter enlarged or extended, or so altered, wholly or in part, as to change its classification of occupancy, and no building hereafter for which a certificate of occupancy has not been previously issued, and no building previously not issued a certificate of occupancy for use as a dwelling place for persons, shall be occupied or used, in whole or in part, until a certificate of occupancy has been issued by the Building Inspector, certifying that the work for which the permit was issued has been completed in accordance with this Village Residential Building Code and submitted plans and specifications or that the building complies with this Village Residential Building Code and with other Village ordinances in force and effect. Alterations, extensions, or enlargements to an existing building or structure that is currently occupied shall be inspected by the Building Inspector and a Final Inspection Notice shall be obtained. Failure to consent to such inspection or obtain a Final Inspection Notice is a violation of this Village Residential Building Code and criminal penalties may be obtained. (Ord. 2012-29.
