131.01 AUTHORITY TO PURCHASE.
   (a)   The Mayor, as chief executive officer of the Municipality, shall have the authority to make purchases from time to time for and on behalf of the various departments of the Municipality in an amount not to exceed twenty-five thousand dollars ($25,000) for each purchase, including Blanket Purchase Orders for various goods, supplies and services.

   (b)   The Mayor shall have the authority to make purchases in excess of twenty-five thousand dollars ($25,000) but less than fifty thousand dollars ($50,000) after an informal quote process, whereby quotes are received and ranked as to price and other relevant factors from at least two (2) vendors and only after the Mayor has given notice to the President of Council and the President of Council has approved the purchase. If the President of Council approves a purchase pursuant to this subsection, he/she shall inform Village Council of that decision.
   (c)   Unless specifically waived by Council, the advertising for bids involving the expenditure of fifty thousand dollars ($50,000) or more shall be made by a motion of Council directing the Clerk to advertise for not less than two weeks on the internet and/or in a newspaper of general circulation in the Village. The award of a contract accepting the lowest and best bid that complies with all prescribed requirements shall be made by Council directing the Mayor to enter into an appropriate contract. The Village may reject any and all bids.
