No improvements shall be started unless the complete plans, cross-sections, details and specifications, prepared, signed and sealed by a registered professional engineer in accordance with Chapter 1111, have been approved by the Village Engineer and the Planning Commission and unless an improvement performance guarantee, as provided for in Section 1111.23, has been filed with the Village Clerk.
