Unless otherwise specified, the owner and/or agent of the owner, through his or her engineer, shall prepare and furnish to the Village all plans, specifications, cost estimates and any other documents necessary for the construction and installation of all required improvements. Further, the owner and/or agent of the owner shall provide and pay for all improvements necessary to serve his or her proposed subdivision, as determined by these Regulations and the Village Engineer.
