The Mayor is hereby authorized to grant, in all cases in which he believes it to be justified, permits for the removal, renewal, replacement and repair of poles, wires, equipment and facilities of public utilities within the streets and highways of the Municipality. The Mayor is also authorized to grant permits to trim trees and to do any and all things normally and reasonably necessary to maintain the systems of such utilities. However, this shall not apply to new construction or the granting of new rights and shall not apply to any case in which there exists any dispute or in which the Mayor has doubt as to the propriety of granting a permit. In such cases the Mayor shall submit the application to Council for its decision.
