(a) Separate applications must be made for water service connections and water service connection extensions.
(1) A water service connection is that portion of the service which extends from the main in the street to the shut-off valve in the treelawn.
(2) A water service connection extension is that portion of the service which extends from the shut-off valve in the treelawn to the building.
(b) No more than one building shall be supplied by one water service connection. Each building on a residential lot having living quarters within must be serviced by a water service connection. Accessory buildings without living quarters may be serviced by an extension from the main residence.
(c) Copper pipe (Type K) shall be used for all connections one inch in diameter. One and one-half inch or two inch diameter connections shall be of copper (Type K) or extra heavy galvanized wrought iron pipe. All pipe three inches in diameter or over shall be of cast iron or extra heavy galvanized wrought iron.
(d) The pavement within a public right of way may not be opened for the purpose of installing a water service connection unless specifically authorized by the Service Director. A street excavation permit must be obtained if such authorization is granted.
(e) All service connections and service connection extensions shall have a minimum depth of five and one-half feet.
(f) The pipe installed for a service connection extension to a building must be left uncovered in the trench until it has been tested and inspected by the Cleveland Water Department.
The plumber making the connection shall notify the Cleveland Water Department when the pipe is ready for inspection.
(g) All meters, meter vaults, and remote registers shall be furnished and installed by the Cleveland Water Department. Where service is through a one inch meter and the building setback is less than 300 feet from the street, the meter may be located within the building and a remote register installed on the outside of the building. If the setback of a building serviced through a one inch meter is more than 300 feet, the meter shall be set in a vault located within the public right of way. All meters one and one-half inch or larger shall be set in vaults located within the public right of way. The expense of furnishing and installing the meter and remote register or the meter and vault shall be borne by the property owner at the flat rates established by the Cleveland Water Department.
(h) All water service connections and water service connection extensions shall be constructed and maintained in accordance with the ordinances, rules and regulations of the City of Cleveland applicable thereto, including any and all amendments to such rules and regulations.
